MD of Pincher Creek/Cowley Regional Emergency Management Plan and Program funding denied by province

Chris Davis

In a correspondence dated March 30, 2015 Government of Alberta Municipal Affairs Deputy Minister Brad Pickering informed council for the MD of Pincher Creek No. 9 that their $70,000 funding application for Regional Emergency Management Plan and Program expenses was denied.

According to the correspondence, "Since the launch of the Alberta Community Partnership (ACP) program in July 2014, Municipal Affairs has received an unprecedented number of applications for grant funding across all program components. While the provincial financial picture remains strong, decreased resource revenue has created conditions requiring us to be prudent with our expenditures and diligently demonstrate fiscal restraint."

The denial of the funding application was not unexpected by council. At their March 10 meeting, council approved (with two dissenting votes) the expenditure of up to $50,000 to cover hiring a consultant to train MD and Village of Cowley staff "to a suitable level in case an Emergency Control Centre needed to be activated, as well as developing an Emergency Management Plan" (click here for that story), regardless of possible ACP funding, after MD CAO Wendy Kay warned council that the ACP program had been inundated with applications.
